The IAOC Chair commented about meetings in Latin America a few months
ago [1].  It might be possible (non-IETF effort) to reduce the cost to
participants to offset an expensive venue in Latin America.

    I am sure they would find support, it is just a matter to look and ask.

Sometimes it is up to the folks who want to make the change to do the 
looking and asking. 

ICANN has an entirely different funding model than
the IETF as well as significantly different stakeholders. ICANN has
participants willing to spend hundreds of thousands of dollars to
join the quest for TLDs for example. Many IETF participants must
pay their own expenses or compete for their employer's very scarse
travel funds.
