The technical requirements for the ftp service
are different from the other ietf.org protocol
service requirements, though.
The service requirements are minimal — ftp is only for legacy,
anonymous, read-only access to mainly write-once data (never updated
after creation). Traffic and load should continue to decrease.
Scalability isn’t a requirement.
There is no need to move to different ftp server or
reconfigure to deal with a different directory structure,
continue to run a single instance ftp server which
serves data from it’s own chroot copies.
Maybe that was the thinking behind the SoW allusion to the
ftp directories.
