Is there a filter that the IETF can apply to defer the posting of drafts
like this until the next April 1?

Usually most volunteering organisations have filters for their incoming
information (filtering information but not filtering participation), the
best practice in communication is to have many techniques to improve
IETF's information system. All participants are equal but all
information are not.
