Yes, it helps. This is one of the standard pieces of metadata that libraries
use, and being able to provide a DOI makes things easier and bring the RFC
series into line with typical best practice for academic publishing.

It's possible that practises across different UK universities are not entirely
homogeneous...
Is having a DOI critical? No, obviously not, but it does help in some cases,
and does make some things easier. At negligible cost.
