There are more clarifications IETF could make, as pointed out in for example
the CWG work. See updates and clarifications made in RFC 3152, RFC 4159 and
others -- including the letter exchange between Karen Rose and Luis Touton that
can be found in Appendix A in RFC 3172.
But it was always clear that the IETF kept the power of decision for
assignments of domain names for technical uses, which has nothing to do with
string lengths.
