If you need to cater to older browsers, probably yes.  Plus, Namazu,
the search engine used by mharc does not support UTF-8 yet.

I've found that I can set the character set in each list's mrc
file, which is great.  But when a search is performed, the
results page doesn't have the meta tag added to it, and the text
is displayed in the default (and often incorrect) character set.

I tried changing the NMZ.head.in files in individual lists'
html subdirectories, but it has no effect, and a make configure
wipes out the changes anyway.

So, is there a built-in way to customize the namazu results page
on a list-by-list basis?  What am I doing wrong?

You are doing nothing wrong.  You've encountered a limitation in mharc
that I hope to fix along with better localization management.  I'd also
like to remove the dependency on Javascript in the NMZ templates.

For the archives, there is a start for localization via the
$MHA_DIR/_lang_*.mrc files.  So, if you come up with other languages,
please pass them along.  Only English and Danish exist right now.
Eventually, I'd like to have the _lang* resource file automatically
loaded by specify a localization for each archive in lists.def, but
it has not been implemented yet.
