I see you dealt with it by moving the <HR> tag from BOTLINKS to
FOLUPEND and REFSEND.  That seems to be a pretty clean way of doing
it.  You end up with an <HR> between the Follow-up and References
section when both exist, which is a bit different from what Jason
Tibbits' lists looked like.

I tried it that way also (not using everything except BOTLINKS) with
version 2.4.4; I suspect the default behaviour changed between your
version and the most recent one.  Your version marks up
the Follow-up and References headings a bit differently than 2.4.4 does.
I have a sneaking suspicion that it might be a bit tricky to duplicate
the look of your archive with 2.4.4; however, Gunnar's method is a
reasonable alternative.
