It's probably sendmail 8, not nmh, unless you are running mhn -edit
on your draft, that is doing the conversion. From the operations
manual:
In all cases properly declared 8BITMIME data will be converted to
7BIT as needed.
This is a feature, not a bug.

p.s. I just ran mhn -edit on this message in MH 6.8.4 and it set the
character set to x-unknown. Does nmh allow you to set the default
character set so that if mhn detects 8 bit characters it can use,
for example, iso-8859-1?
