couldn't one just skip the whole "what's a shell metacharacter these days?" issue, and just always go for door #3?
I suppose the overhead of kicking off sh is trying to be avoided for the simple case. (Where the user knows route #3 is being taken then they could do an exec but that's a bit icky.)
