To encode a SEQUENCE of zero length is incorrect.
However, the ASN.1 syntax specifies a SEQUENCE OF which may contain zero or more items, so I don't see why the empty SEQUENCE OF is illegal. The fact that it is OPTIONAL is irrelevant. The ambiguity is in the grammar, not in the DER coding... -Ray
