So you say encoding the 'SEQUENCE OF CRLEntry' for an empty CRL as a SEQUENCE
with zero length is illegal? Or is it allowed?

The correct encoding of a PEM CRL for which there are no CRLEntry's is to not 
encode a 
CRLEntry at all.  To encode a SEQUENCE of zero length is incorrect.
