Wolfgang,
The distinction is between a SEQUENCE which has empty OPTIONAL elements
and
an empty SEQUENCE which is itself an OPTIONAL element.
A SEQUENCE containing empty OPTIONAL elements is encoded as a SEQUENCE
of zero
length.
An empty SEQUENCE which is an OPTIONAL element is absent in the
encoding.
