I can not speak for the original goals of PEM, but I feel that your
conclusions are way off base.

My motivation is to find out whether PEM is meeting our goals. To do so
first required some idea of what our primary goal is. It's privacy. RFC
1421 seems very clear on the issue: privacy has a low priority. That
isn't what most people are saying they want.

I have been looking at how PEM would be used within my own company
(Motorola).  In our environment the main requirement is for authentication. 
Only a few mail messages would require privacy.  Motorola confidential
documents would benefit from privacy, but they represent a very small
percentage of the total communications traffic.  I would also assume that
our requirements are typical of most large corporations.  

I doubt that your survey reached into the fortune 1000 market.  It was not
well constructed to capture authentication requirements.  Your survey
response on liability has little to do with internal corporate requirements
for authentication.
