As far as I know, ISO 10646 compliance consists of just being able to
represent the codepoints. Easy. (The standard is $585 per version, so
I personally don't know anybody who has read it, including me.)
I have good news for you:
ISO 10646-1:2000 (the new second edition of UCS) costs merely 80 CHF
(~53 EUR, ~45 USD, ~32 GBP) if ordered online as a PDF file on CD-ROM

It has been available for over 3 months and by now pretty much everyone
I know who is seriously interested in coded character sets and I18N has
