It appears that Procmail is locking automatically in this case, based
on some heuristic, irrespective of the locking flag on the recipe.
(DEFAULT=/dev/null doesn't lock, DEFAULT=$HOME/scratch/tmp.out does
use a kernel lock on the system I'm on.)
If procmail was compiled to use kernel locking, it will *always* use
kernel locking writing to a file, regardless of whether a locallockfile
was specified, period. For the implicit delivery to $DEFAULT, a
locallockfile is used except when DEFAULT is either /dev/null or "|".
