Why do you need to modify the To: (and presumably Cc: as well) field?
If <whatever(_at_)micromar(_dot_)com> is a valid address, then it's a valid
address
(well, mostly).
If you really need to rewrite headers, then use the correct tool: sendmail.
Neither procmail nor formail has any way to iterate across the addresses
in a field, and neither of them understands rfc822 addresses in the way
that sendmail does.
