Variable as action line?

Is it possible to have the contents of a variable as the action line of
a recipe?  I've tried many brace combinations and none have worked.

What I want is this:

DUMPMAIL=`formail -i "X-Fkey: junk" -i "X-Spammer: $SPAMMER" >> junkmail`
:0 :
* SPAMMER ?? .
$DUMPMAIL

How do I specify this correctly?
