Not related to the announcement in any way, but what is the cat for?
(Perhaps you mean 

    :0fhw
    | ( formail -rtkb ; echo "You requested a file which doesn't exist" ) \
      | $SENDMAIL $SENDMAILFLAGS -t

or something to that effect?)

As far as I can understand, the cat is not merely useless here. 
(I would also prefer a quoted copy of my message instead of unquoted;
of course, removing the -b flag from formail takes care of that rather
nicely.)
