First note: you're locking a forwarding action.  You should omit the
second colon.  Not related to your problem, though.

Right now I'm forwarding everything instead of dumping it while I test out
the rules before I make this a server wide configuration for all the
domains on the server.

I disagree with content filtering for anything but one's own mail, and
advise strong caution even with that.  For one thing, as you've already seen,
filters may not behave as you intend.  But if they're your domains, it's
your "right" I guess, but I would hope that you would advise everyone that
you are doing this (and exactly what the filter conditions are).

I have sent an email with the item in parentheses above to a test address
and the mail still comes to the address I'm testing and not getting
forwarded.  Anyone have any ideas what I'm missing.

What do you *intend* it to match, and what exactly are you sending?
You claim they match, but there is undoubtedly a discrepancy.  The parentheses
should have no effect there, which leads me to believe you intend to match
something that is not what you're sending.
