Procmail question

I am a new sysadmin (as you will probably be able to tell)!
I need to allow a user to get his e-mail both at work and at home.
Currently I have one other user who is allowed to do this.  I found that
user's procmail file.  How do I make a file for the new user.  Can I use
vi editor and substitute the appropriate info or do I use Perl.  I guess
my question is how do I create a procmailrc file for this person?
