This is not a valid .forward file. .forward files have a different syntax
from procmail recipe action lines.

My $.02 worth. I don't know enough to disagree, but here's what I *do* know:
Our ISP uses postfix and procmail as the LDA. All their shell users are
instructed;
a) You don't need a .forward to use procmail.
b) If you use a .forward, it should contain the following *only* (their
emphasis not mine):
| /usr/local/bin/procmail
