Somebody's bound to correct me on this, because surely there's a way to
mangle sendmail to run outgoing mail through a procmail recipe, but...

You may be able to accomplish all of this with procmail somehow, but I
can't think of a way to do this without altering sendmail in some fashion.
As I am aware, sendmail invokes procmail for user delivery and not for
sending.  The man pages (hopefully the first of those references you poured
through) explain where to put a global procmailrc file (in the /etc
directory ?), but that's only going to affect incoming mail.  So, you're
going to *have* to do some work with sendmail in order to get what you want
done with outgoing mail.  And it seems to me that if you're going to do
this in a perl script that you might as well configure sendmail to invoke
that perl script directly rather than prodding procmail to do it (one less
link in the chain to worry about).

You mention that you absolutely *cannot* touch sendmail... and if that's
the case I think you're in a very bad situation, and whoever has put such
limitations on you isn't very mindful of your ambitions.
