i am thinking this is relevant to my sitcch.. i don't see any advice
below about what to do about it

Two likely possibilities: either your .procmailrc doesn't tell procmail to
log anything, or procmail isn't even getting invoked. The latter would also
explain why your recipes are ignored and everything is falling into your
spool file.
