Try searching for "virtual-domain" or "virtual;domain". You'll find
lots of messages explaining why what you're trying to do doesn't work
and can't be made to work. To do it right, you need the MTA to pass
the envelope recipients to procmail in some way, at which point ^TO
(and ^TO_) hinder you instead of helping.
