The man page presents it rather awkwardly. I'd have put it more like this if it
were up to me:
h Save, pipe, or filter the head.
b Save, pipe, or filter the body.
hb (or bh) Save, pipe, or filter the entire message (default).
Another way to look at it is this: `h' suppresses writing the body and `b'
suppresses writing the head. If you use both, they cancel each other out and
the entire message is written.

Whenever you get the same results by filtering only the head, yes.
