Er, no. For the area on which the action is to operate, `hb' is the default; to
work on the head but not on the body, you need to specify `h' without `b'.
Ruud may be confused with the area on which conditions are tested, for which `H'
without `B' is indeed the default, and if you want to run the conditions on the
entire message, you need to specify `HB' (or `BH').
