It doesn't work that way. Few spammers operate legitimate email lists which actually process bounces - some collect (or make up) as many addresses as they can so they can sell "23 billion addresses for $199" and others simply use the addresses they bought or harvested through spambots. As if they care about cleaning up their lists.

Slashdot pointed to an excellent article recently about the king of spam
being spammed and he didn't like it, he was being "harrassed" (his
words). It's about bloody time he got a taste of his own medicine!

He was harassed outside of email. Bouncing your spam isn't going to have quite the same effect, esp. seeing as the majority of spam is sent from forged email addresses in the first place, so there's a good chance that any bounce you actually send will itself bounce, and if not, will probably be harassing some poor schmoe whose email address was abused by the spammer.
