not sure if this is a sendmail or procmail issue

Hi

i need to block emails that have headers with

for <localuser(_at_)theirdomain(_dot_)com>;

but a False To: with hostname.myserversdomain.com example

To: Fred Bloggs <fredbloggs(_at_)hostname(_dot_)myserversdomain(_dot_)com>

on a server wide basis if possible.

i am running sendmail 8.12.8 on RH7.2 

i tried 

:0
* $ ! ()^To_*(_at_)hostname\(_dot_)myserverdomain\(_dot_)com
spam

but not sure how to pass legit localuser(_at_)theirdomain(_dot_)com to their 
mailbox
