The name already says that it is a dir.

It seems that it is taking the last part of the sendmail command, and trying
to deliver the message locally rather than forwarding. Any Ideas?
Because of the c-flag you are forwarding a copy.
So at the end of the .procmailrc there is still
something left to deliver.
Try again with the DEFAULT-setting commented out.
Set LOGABSTRACT=all and VERBOSE=yes.
Your LOG should now show exactly what is going on.
