Explicitly Match Local Part

I would like one of my procmail tests to match the local parts of "TO_" 
addresses against a given string. In other words, I would like "TO_ 
localPart == user" to match "user" and "user(_at_)domain", but not 
"user-friendly(_at_)domain". How can I accomplish this?
