We are using sendmail 8.12.10 and procmail 3.22 on solaris 8.

Those scripts may not do exactly what you want, but could be extended.
This assumes that the relays of interest are the ones that are
direct-connecting
to your mail exchange. If you need to analyze the Received: heders further
then probably procmail, or "milter" is the way to go.
