Could it possibly be operating on the entire message and not just the 
body?  Maybe it is subtracting one point for every line in the head.

That seems likely.  wc -l says 26 for the entire email.  +1 for the
terminal newline?  If that's the explanation, then I guess that
version of procmail, at least in some instances, doesn't respect
the B flag on the colon line, even for non-size scoring conditions.

The troubling part is that it doesn't exhibit this behavior in a
small recipe test file, just the big production model.  Is there
any user-level setting I can change to increase procmail's "capacity?"
As I mentioned, I've already tried LINEBUF; any others?
