It is not really a task for procmail but it may be all you have.
Alan is right that this is not a task for procmail and this
should be done at the MTA. If you're not the sys admin of your
system, ask your sys admin to eliminate the catchall for your
domain so that all those non-valid-user-name emails will be
rejected at the SMTP level (during the SMTP conversation). I
monitor hosting providers and track a lot of what I've learned on
my IMAP Service Providers page, which is here:

Lately almost every single provider has advised their users to
quit using catchalls and they all have reasonably easy ways to do
this in their Control Panels.
