more data required. Please provide "my rules" and verbose log files

Is this supposed to happen or is there a way to automatically download
e-mails?
I would say no, but not knowing what system, software and procedures
you employe, I wouldn't have the slightest idea. Hummm, that's a
contradiction... That situation would not be normally expected if you
had been receiving mail automagically and only added correctly
formulated procmail rules.
The cost of crystal has relegated access to the mystical orbs to only
