I think the OP was leaning towards having procmail _always_ decode
UTF8. Maybe if it was built into procmail in some way.
Actually, I'd like it to decode MIME encoded headers in any character
set and normalize them to UTF-8 so that regex matches do what you'd
want.
By the way, the most recent version of procmail I can find is 3.22,
released in 2001. Has it really been unchanged for a decade?
