And it's not too easy for a spammer to create or acquire valid domain 
names, publish the appropriate SPF records in the DNS, and start 
spamming? 

Even if SPF fails to reduce spam, it's important because it reduces
the fall-out of spam.

As Sender Address Verification (as implemented by current releases of
exim and postfix), spammers will be forced to use valid addresses, and
joe-jobbing will increase tremendously.

There are already MUAs that have an option to simply discard all mail
from the <> sender.  If nothing else, we need SPF to retain the
utility of the bounce message.
