I'm willing to bet that you could find web based dns providers that only
allow A records, should we just reduce down the spf standard and say
that it must work with only A records as well?
I think you completely failed to address the original motivation. Find me a
DNS provider that conforms to the following requirements, and I'll use it
for all of my 'non-critical' DNS:
1) Extremely-low or zero cost per domain name.
2) Permit a reasonable number of domains to be hosted (say <=100, I'm not
looking to abuse someone's service).
3) Reasonable update cycles (for example GraniteCanyon takes 2-3
days--unreasonable).
4) Supports TXT records.
5) Conforms to all other 'obvious' requirements (A records, timely response
to queries, etc.)
I cannot find one.

My first guess, dyndns.org, does support TXT records in their custom DNS
options. The also fit all your other requirements nicely, apart from the
price (25USD per year or something). My response to your extreme low or
no cost requirement is, "You get what you pay for"
Asuming you have a static IP address you could run your own nameserver,
so that's another possibility.
My point was simply that at some point there will always be someone
saying "hey, I can't do that because I use X", at this point it happens
to be you. Perhaps a very small percentage of domains are incapable of
using TXT records, and if this is the case I'd rather see SPF stipulate
TXT as a requirement than require more than one DNS lookup to simply
determine if SPF is available on a domain. If even 5% (I dunno, I just
pulled this number out of the air) of email traffic is from domains
incapable of using TXT records then my argument is wrong.
This is only my opinion, and I'm not the one writing the drafts.
