There are problems with using experimental record types. Basically you can't
use the bitmask oriented mechanisms in DNS and DNSSEC with an experimental
record type.

It is highly unlikely that an experimental record type will be recognized.

If you want to go that route the way to do it is to deploy and be damned.
Tell the IESG that you want a RR allocated and that if they don't give you
one you intend to use the next number in order. 

Then just hope that you get enough critical deployment mass before the IETF
is likely to think about reusing the same number. Given that there is
absolutely no shortage of numbers nobody is going to want a number
contaminated by a prior deployment.

The IETF plays a real good game pretending to be open and inclusive but it
is just an old boys club and nobody here is a member of the inner circle.

Has anyone found an IANA web page that lets you apply for an
experimental record type?  Getting a new record type seems harder than
it should be.
