York minute for translating them to German.

multilingual support?  Maybe that would be a good place to organize
things. 

I think you mean "the wiki would be a good place...".

We need all web pages and documents to be versioned, so a translator can see 
whether it has changed.  I see a date on every web page, like "Jan 16 2004" on 
the / page.  Given that pages will be updated at maximum once per day, this 
will suffice.  Otherwise, you'd need to add something like "Revision A", or a 
time of the day.

I will start translating the web site to German, and then send you the 
translated pages back in HTML format.  You are using Apache, so maybe you'll 
want to employ MultiViews AKA Content Negotiation to serve multiple languages.
