That syntax looks fine to me. If comcast doesn't have an SPF record the
overall result for mucker.net will be "unknown" (in the sense of error,
rather than explicit unknown.)
Until they publish records, as a workaround you might want to try to
identify comcast.net's outbound mail servers. You could also write to
them and lobby for them to publish SPF so the include would work right.
