Because the ENV FROM is used when mail can't be delivered so that you
get a 'bounce'.  When internet denizens were more honest, you could
make ENV FROM whatever address you wanted bounces delived to (not the same
as who is sending the email).  SPF changes the meaning of ENV FROM 
slightly from "where the mail came from" to "where the mail most recently
came from."  It can still be used to bounce undeliverable mail when SRS is used
- with the bounce retracing the forwarding hops.
