This way you get the best of both worlds - let the 'market(s)' decide how
much they want XML...
I like the idea of letting the market decide. It might be a problem if
both senders and receivers have freedom to choose... you can't really
choose if you aren't sure what the other side is going to do.
I would suggest to make it required for one side or the other. (probably
receiver agents because there are a lot fewer of them.)
I don't quite agree with the http and tcp aspect of it all... but freedom
of choice is good.
