Since you do not like my ideas, I ask all the nay sayers to propose a
solution that would eliminate incompetent, spammers and scam artist from
running a mail server. I am not referring to people or organizations that
want to express their view whether main stream or way out of main stream. I
am all for freedom of expression.

As to spammers buying throw away domains maybe a solution is 2 fold.
First
year registration $500 or 1,000 or more renewal only 10 or 20 dollars.
Blacklist by domain would be needed. Within a day or so the domain would
be
blacklisted. Renewal would be denied unless proof is provided the server
was
hijacked. Make the threshold very high.
I support your idea. Even more. How about 1.000.000 USD anual fresh air
tax ?
This will defenitely solve a problem with spammers.
They will die without tax-free access to fresh air ;-)
