That is not what I am saying. Originally the internet was set up on the
assumption everyone would play by the rules. That proved to be a false
assumption.

I am just saying we need to assume that there will always be people who want
to break the rules and we need to set up procedures that screen and identify
these people before they ruin the free exchange of information by email.

One example there is a company sending spam for adi pren720 (I added the
extra spaces) that sends email to all 100,000 of our users each day plus the
many unknown users. This is day in and day out. they account for 5% of our
total spam. These people should be banned from owning a domain and a mail
server. The internet needs to police itself before we reach the point where
we are being billed postage for email. This has already been proposed.

Well then maybe they just do not have a domain. Not everybody
can have a
driver license or a car. There is a certain level of both
financial and
technical requirements needed to own a domain and run a mail server.
