These are the last two lines of one of my domains.  This works just
fine.

sugarat.net.    IN      TXT     "v=spf1 mx -all"

server1-[202]% host -t txt sugarat.net
sugarat.net. text "v=spf1 mx -all"

As was pointed out, there is/was a bug in BIND9 where the physically last record in the zone file must be terminated with EOL, which has nothing to do with the type of record, or anything else in the zone file.

This is BIND 9.2.1.

very old. it's painless to upgrade to 9.2.3, with 9.2.4 nearing release.
