particularly like SPF, because of the forwarding/redirection problem.
It's not clear to me that he ever had plans to implement it anyway.

That may be so ( I wouldn't like to speak for Philip), but there is a
working implementation in Exiscan (for the non-Exim folk: a
separately-maintained but widely used patch for Exim which provides hooks
for spam and malware scanning and MIME decoding/checking).
