Yes but he's obviously smoking crack.

By omitting the Reply-To: header you give the author the chance to 
see all replies to his mail and you err on the side of privacy. By emitting
it you deprive the author of that chance and force him to pick out
replies in the list itself because they aren't sent directly, and you
err on the side of publicity.

You also make features of some MUAs useless if you munge Reply-To.  For
example, if Reply-To isn't munged, I can either click Reply to only reply to
the author, or Reply To All to reply to the author and the list.  If Reply-To
is munged, those two buttons have the same effect.
