Doesn't this, specifically the phrase "PRA identities" combined with the phrase
"standardize that set
of identities in the "must check" list", get us back to the whole MS
IPR/License can of worms? If I read the logic correctly, this makes PRA
mandatory. Even making it optional is controversial right now. (Is your
crystal ball glowing brighter than mine? :)
