Let me add that these board members should be neutral enough not to
arouse discontent in the community...

Voting is difficult to do when you don't have an official legal body of 
members. Closest we can do is IETF-like approach with some of the people 
active on the mail list becoming electors. Here is how I propose it to
work:

1. Once per year a call is made for those who have been involved in spf
development on spf-discuss mail list and made at least 20 posts per month 
in 6 of the previous 12 months to surve on nomination comittee. Of the 
people who volunteer, 9 are selected at random (by mettod that can be 
verified by all, i.e. stocks like IETF uses) to surve on nomination 
comittee.

2. Once a year a call is made for volunteers (nor necessarily part of spf)
to surve on the board. Nomination comittee is responsible for initial
talks with those people to make sure they are capable of representing SPF 
community and thn makes introduction of their biography to special 
election mailing list and solicits comments on who of the persons who
are being considers can surve SPF community better. Nomination comitee 
responsibility is to decide based on these comments who will be chosen
for next year. 

3. My preferense is to have elections every 6 month for one position on
the board with total of 4 people on the board elected this way (so each
position is for 2 years) plus one position of chair for long-term 
(election say every 3 years) with slightly different election procedures
where 4 other people on the board also get involved with nomination 
comittee on making decision who it would be.

I'm willing to write up a draft if you agree with above in general.
