/14 is rather big, but still less than 1 of 10,000 IPs.

I think in theory we should try and encourge them and others to not just
list every IP possible.  Thoughts?

Well, MS owns the whole /14 CIDR block, so if they are confident that
no one in the address space they control will abuse the hotmail.com
domain name, I don't see the problem.  It may well be far easier for
them to find and fix any abuse problems (zombied office machines?)
than to find and whitelist legitimate MTAs.


Now, you could probably legitimately argue that MS shouldn't be
allocated such large blocks, just like Halliburton shouldn't be
allocated a /8, but that's a separate issue.
